In 1994 we got Steve Rucchin through the Supplement Draft. Why does this not occur now and why did it occur then?

94 was the last yr NHL had a supplemental draft. Was created to help the 10(i think?) teams with worst records to pick players that weren't drafted in the entry draft, or us college players who were ineligible for the entry draft. They stopped doing it I think because in 95, the CBA changed the rules in the draft which made the supplemental draft unecessary.
