Not true. Well, you can't ensure a cup, but you can try to better your chance for the coming season by mortgaging your future.

Option one... Lightning 2004... Go for the cup now. Even if it means we suck for a few years.
Option two... Rangers, Calgary, etc..... Ensure long term competitiveness, there is a chance to win it all, but clearly we wouldn't be the favorite each year.
Option three... Penguins... It's gonna suck, but the payoff could be great.

From a fan's point of view, I can somewhat understand, yet I don't necessarily agree.
From a management point of view I can't understand it at all.

If you were Bryan Murray, Darryl Sutter, or Doug Wilson (and possibly Glen Sather, among others) these days, you might understand it perfectly.
There comes a time in your tenure where it's the Cup or Bust (or at the very least, the finals).

From a management point of view I can't understand it at all.
What's the point of being a GM, coach, player or owner? To win the Stanley Cup. If you are given three options and only one of them leads to a Stanley Cup you have to take that option.

Well, yeah, but that's not the way I understood the whole scenario. There is no guaranteed cup in any of the three versions. It's basically asking what way you would go. The first version in that basically says use all your assets to improve your chances this year and not care all that much about the time after that. Still, there is no guaranteed cup. The second option has you keeping assets (young talent) in order to stay competetive in the long run instead of "cashing in" trying to improve your chances on one single run.
If this scenario really included a guaranteed cup in the first scenario and a guaranteed no-cup in the second, then this obviously wouldn't be a real question.

All three are ways to the cup.
and arguments can be made that each one has a better chance than the others... in the long run.
Maybe my team names in the descriptions confused you...
so
Option 1: Lightning 2004, Buffalo 2007
Option 2: Rangers, Calgary, etc.
Option 3: Penguins
Seems to me that fans would prefer option 1 or 2 while management would prefer 2 or 3.
Plus option 1 would likely eventually lead to option 3,
which in turn would lead to either option2 or option 1 based on roster moves/contracts... it's a cycle. But, it seems the Ducks could go any of these routes right now.
