To answer the question you posed in your thread title, a lot of us men (read most of us men) are immature cavemen and don't have the sophistication of communication skills that involve vulnerability.
And to address your leading post, just get down to brass tacks and admit that you're interested in him... or at least hoping that he likes your legs.
In any case, ask him if he would like you to give him your number in a friendly way. It puts the ball in his court, giving him the perfect opportunity to ask you out.
If he doesn't "take the hint", he is either not interested in going out with you, or too dense to bother with.
Kills two birds with one stone.

I have to admit another strong caveman connection that I display, and that is I have had many an attraction to waitresses. And it is no coincidence that they are women who bring me food.
