It certainly opens the possibility of him making the team(which I suspect is the point). But Yes, he could still go to Juniors like Sbisa did last year.

Sbisa/Fowler
Brookbank/Mikkelson
While that may not be a great defense it would at least be fun to watch to see how the young guys develop.

With Fowler it's a little different (better).
If the Ducks send him down before playing 10 games, it doesn't eat a year off of his contract. The contract just slips a year.
(Since Sbisa's contract was "activated" during his time with Philly, sending him back to Juniors didn't save any contract time).

I would tend to agree... unless he does REAL well... Like it's obvious he is a top 4 defenseman well.

Fowler was snapped up with the 12th selection in the first round of last month’s draft at Staples Center after many evaluators had the smooth puck-moving defenseman ranked in their top five for most of last season.

I believe he has to play juniors due to age but I might be wrong.

Age limit for AHL is 20. So yes he would need to go back to juniors.

Such a stupid rule. It would be like baseball saying you either play in the majors or in high school but you cannot play in the minors until you are 20.

Fowler in the juniors would be one of the best players, NHL maybe needs some help. Giving a young player the ability to play in the AHL would allow him to grow as a player and help his development where-as making him play in juniors might not do all that much for him and his next step.

Even if so, and you are most likely right, it hurts the more talented prospects. To me Juniors isnt important enough of a league to protect over the individual players.

That's how I understand it as well, but why should the NHL be cowtowing to the junior leagues? Cam Fowler is now under contract to the Ducks but he won't play for them and they'll have no say in how he's used, coached or developed? That's a flawed system.
