"Sources tell TSN that the tentative IIHF agreement includes provisions for the orderly and prescribed transfer of all European players, including Russians, an issue which many thought would have scuttled any chance of getting a new deal with the IIHF." (emphasis mine)

I noticed that sentence too... Still some Russians are expected to stay in Russia. After all it's all about the $$$ and Russian league clubs are paying well today!
