Well, one theory goes if she (or anyone else that was placing bets) gets too far in debt to the owners of the ring, then they could demand their payment in other than monetary form. For example, inside information on injuries, health, or trades might affect the betting lines.

The big deal is that while betting in and of itself is not illegal, this particular gambling outfit was not being run legally. Your basic office pool does not include a cut for the boss just for running the pool. That's illegal.
The furor about Mr. and Mrs. Gretzky has to do with a) does Mrs. Gretzky have a serious gambling problem?
Mr. Gretzky cannot have zero knowledge of Mrs. Gretzky's gambling, regardless of how much money is in the bank account. It wasn't $5 she was shelling out from the petty cash which leads to c) Mr. Gretzky knows/knew more than he is letting on and while he may be "clean" in all of this, he was not ignorant and oblivious of what was going on.
